The notice chain — deadlines with teeth
Infringement notice (128 days of options: pay discounted, pay, make representations, nominate the real driver, elect court) → courtesy letter (+fees) → ENFORCEMENT ORDER (points applied, renewals blocked, +fees) → execution.
